Official Minutes for February 13th, 2017 Pembina City Council Meeting
Council Members Present: Mayor Kyle Dorion, VP Allen Huttunen, Cody Carpenter, Connor Snitker, Corie Koropatnicki and Joan Studeny.
City Employees Present: Lisa Plante, Auditor/Administrator
City Attorney Present: Rob Fleming
City Engineer Present: Brad Bail WSN, Randy Knott HDR
Absent: Gary Helland, Public Works Superintendent, President Ron Fritz
Others present: Phil and Louise Hall
Public Portion
No one present wishing to address council
Meeting called to order by Mayor Dorion at 6:00 p.m.
Changes to Agenda
Under Mayor add daycare. Motion by Studney second by Snitker to accept the changes to agenda. Ayes to all present. Motion carries.
Motionby Snitker, second by Carpenter to approve January 9th meeting minutes; Ayes to all present. Motion carries.
Old Business
- Levee- Randy Knott here to discuss Schedule of Operations by Stage. Gave update on levee. FEMA requested more calculations so that is the delay.
- Bret Corneliusen –Tabled.
- Ernie D’auetuil – Ernie stopped in office and informed Lisa of work he is planning to do this spring/summer
- Spot Bar- Tabled.
- Tree Pile- Reviewed bids. Motion by Snitker second by Carpenter to accept Thorlakson’s bid pending a memorandum of scope of work. Ayes to all present. Motion carries. Going forward move items out of pile as soon as discovered instead of pushing in pile. Discussion on camera. Sell one we have and look into purchase of one that transmits images to email. Lisa will contact Department of Health on burning issues.
Engineer Report/Brad Bail –
Let council know that Pembina is on the Project Priority List. Pembina’s median income is high so unlikely to get grants would need to take out a loan. When upgrading our lagoon we must upgrade to 3 ponds to meet new requirements. Discussed repairing streets. Brad gave maps to use to mark which streets we would like to see repaired.
Attorney Update / Rob Fleming-
Rob will look for maps that show lots included in buyout. Rob will send a letter to North Valley reminding them Pembina still has contract and will not agree to the 3% increase.
Employee Report/Concerns-
Update & Business: Mayor –Inquired about the outstanding bill the daycare has with city to pay back Ottertail charges paid on their behalf. Koropatnicki will talk with Wynn about this.
Update & Business: City Auditor
- The January financials and February bills were reviewed and approved.
- Stutsman St (DOT) - Lisa let council know that NDDOT will come up in spring. They have come up with a preliminary lay out and cost estimate that comes in about $30,000 but Pembina will only be responsible for 10% which is approximate $3000 for safety improvements for Stutsman Street.
- Waste Management- Lisa had discussion with Waste Management and they do not go further than 60 miles for service. Also informed Lisa that they couldn’t beat the rates we are currently paying to Valley Landfill.
- Meter reading- Lisa requested pre-approval for meters to be estimated in March due to the amount of snow and how difficult a lot of the meters are to get to for residential. Business water meters will still be read.
- Snow Route- presented council with the route that Public Works uses for snow removal
- March Madness- workshop March 28th-29th in Mandan that Lisa will be attending
Committee Reports: none
New Business
- Mosquito budget/charge- Snitker and Huttunen informed council of some options they are looking into. Nothing set for new rates yet.
- Part time public works- Motion by Studeny to hire a part time public works for Gary. No second. Motion dropped. Table the part time employee. Studeny suggested that Dawn train with Lisa for backup. She will be paid at the same rate as she is making as public works. Lisa will work out time with Dawn to do training.
Motion to adjourn by Studeny at 7:05 p.m.
