Official Minutes June 8th 2009 City Council Meeting

 

Attendance: Mayor Warren Hillukka, Council, John Feldman, Kyle Dorion, Beverly Burke, Debbie Stanhope, Pat Burton & Greg Wilmer

Present: PWS Ken Norby, Attorney Larry Dubois, Aud. /Adm. Nancy Thompson, Dan Johnson City Engineer& Deputy Levi Holter

Public Portion: 6:00 pm Steve Gjerde here for IAM Union they are looking at using Community center for monthly meetings and are wondering about a fixed contract rate .George Christenson regarding air conditioner unit for  Golf Course .

. Regular meeting called to order by Mayor Warren Hillukka at 6:10.

1. Changes made to agenda: Under new & outstanding add IAM Union, Fire Dept, Clean up day &Golf Course  Attorney add yearly Auditor bond,. Motion by Feldman, second by Dorion to accept changes to agenda. Motion carried. Motion by Feldman, second by Dorion to approve May minutes with changes to Public portion third sentence  add for 2009 and under 7.e after any more add Motion carries .Motion carries.

2. City Attorney Update: a) Liquor establishments reviewed rules and regulations of city ordinance and state laws. b) Motion by Dorion second by Feldman to accept the second reading to enact the ordinances relating to Disasters & Declarations of an emergency and to provide for a penalty .Motion carries. c) Motion by Burton second by Feldman to accept the second reading of the Sales and Use Tax ordinance to increase it from 1% to 1.5%. Motion carries. d) Motion by Wilmer to accept the Pembina Public Safety Fund Resolution second by Stanhope.  Ayes were Feldman, Burke, Burton, Wilmer, Stanhope and Dorion. Nays none .Motion carries. e) Motion by Feldman second by Wilmer that up to $10,000 can be spent for emergency services. Motion carries. f) Motion by Feldman to accept Resolution of Bond for City Auditor and Deputy Auditor second by Stanhope. Roll call Vote Ayes Feldman, Burke, Burton, Dorion, Wilmer and Stanhope.  Nays none. Motion carries

3. City Engineer /Dan Johnson: has been looking at emergency evacuation plans for the city. There company has hired a fund development special list. Dan will have him get in touch with Nancy or Lisa to work on the SRF application. Looking at a couple of culverts in town.

4. Employee Report: a) Motion by Dorion second by Wilmer, to purchase concrete barriers. Motion carries b). )  Motion by Dorion second by Burton to renew developmental Homes Gaming license .Motion carries.  c)  Motion by Feldman second by Dorion to approve liquor license renewals which are paid by the date due. Motion carries. d) Motion by Feldman, second by Dorion to put coin water at water plant .Motion carries. e) Motion by Feldman second by Burton to sale small pressure washer for $100.00. Motion carries. f.) Motion by Feldman second by Burton to accept Ralph Twamley bid on 3rd St sewer line and culvert. Motion carries.

g) contact waste management  to see what they would charge to haul yard waste bins to valley landfills dump site by Joliette .

5. Mayor Update:  a) Staying in touch with Sen. Dorgan and his aides about our levees and PAL program.

 6.   Aud. /Admin. Update:  a) May Financials reviewed and approved b) June bills reviewed and approved

7.  Committee Reports Rec board: changed date of dance to August 8th so motocross race and dance are on the same day.

 

8. New Issues: a) Let golf course know they should get more price quotes on air conditioning units. b) Call Ardis on clean up day to see what went on with Drayton’s) Let fire dept know that they can use the old museum in south Pembina and if that won’t work then draw up a plan for the garage and present it to the Council. d) Motion by Dorion second by Stanhope to do a 6month trial period with the IAM union with a fixed contract rate of $30.00 a month. Motion carries .

9.  Motion to adjourn by Burke at 8:00 p.m.
