Official Minutes for April 11th, 2022, Pembina City Council Meeting

Council Members Present: Mayor Mike Fitzgerald, President Jeff Watts, VP Ron Fritz, Greg Koropatnicki, Jennifer Martin, Pat Burton, and Allen Huttunen

Absent: None

 

City Employees Present: Kelli Truver/Interim Auditor

City Attorney Present: Rob Fleming

City Engineer: Brad Bail

Others Present: Blaine Eisenbeis, Brenda Masloski, Trent Eliason, Donna Burton, Kasie Huguley, Carla Gilbertson, Wes Stainbrook, Debi Stainbrook, Lyndi Needham

Meeting called to order by Mayor Fitzgerald at 6:00pm

 

Changes to Agenda

Daycare, abandoned cars, NB Booster, semi load limits, employee ads, assessor rates. Motion by Martin, second by Watts to approve the amendments to agenda. Ayes all present. Motion carries.

Motion by Huttunen, second by Fritz to approve March meeting minutes. Ayes all present. Motion carries. Motion by Fritz, second by Watts to approve March 23, 2022 special meeting minutes. Ayes all present. Motion carries.   

 

Old Business

  • Generator at school – Tabled. Councilman Huttunen to Todd about generator
  • Semi load limits – councilman Fritz to put up the signs
  • Employee ads – Councilman Huttunen wants a dollar amount for superintendent. $23-26 per hour.
  • Assessor raise – Motion by Huttunen, second by Fritz to approve the assessor raise to $1100 per year. Ayes all present. Motion carries.
  • Garbage trucks/rates – Tabled
  • Drainage – Tabled

 

Committee Reports

  • Fire Department – Chief Eisenbeis let council know that the fore hail needs to be updated. Discussion on acquiring property.
  • Recreation – No update

 

Engineer Report/Brad Bail

  • Brad updated the council that there is no load rating for bridge
  • Surveyor for alley

 

Attorney Update / Rob Fleming

  • Wade Crotty quit claim deed is complete

 

Mayor Report

  • Flood committee – 2,750 sandbags were completed by high school students

 

Administrative Report – Kelli Truver

  • Motion by Martin, second by Fritz to approve the appointment of Debi Stainbrook as auditor starting May 2, 2022 with a salary of $44,720 per year plus family health. Ayes: Martin, Fritz, Koropatnicki, Burton, and Watts. Nays: Huttunen. Motion carries. Councilman Al wanted the health insurance to be 80/20
  • The city Facebook page is not run by the city or city affiliated
  • Motion by Burton, second by Huttunen to consolidate bank accounts and close any extra bank accounts. Ayes all present. Motion carries.
  • Motion by Burton, second by Huttunen to approve getting a state credit card for the city. Ayes all present. Motion carries.
  • Employee handbook – Discussion held on getting city cellphone. Motion by Huttunen, second by Koropatnicki to accept revised handbook and getting a city cellphone with the exclusion of deleting messages on the city phone. Ayes all present. Motion carries.
  • Motion by Koropatnicki, second by Burton to approve changing the pay periods to every 2 weeks and to change the PTO accordingly

 

New Business

  • Water bills – some customers have pointed out that some bills are being estimated high and some are being estimated low. No penalty fees to be assessed this month.
  • 4th Ducks – Motion by Burton, second by Fritz to approve the street closure on July 3-4, 2022. Ayes all present. Motion carries. Motion by Martin, second by Watts to approve the reservation of the hall July 3-5th for the 4th of July committee. Ayes all present. Motion carries. Motion by Watts, second by Koropatnicki to approve gaming permits for the 4th of July. Ayes all present. Motion carries.
  • Storm – Ron Fritz can help. Check if Danny Stanhope is able to help
  • Daycare – The current contract ends May 31, 2022. The daycare pays for food and supplies for the business and they pay for repairs. Motion by Huttunen to renew the daycare contract with the city being responsible for maintenance and repairs. No second. Motion fails. Motion by Huttunen, second by Watts to renew existing lease as-is. Ayes all present. Motion carries. Motion by Watts, second by Huttunen to purchase heater for daycare. Ayes all present. Motion carries.
  • NB Booster – Tabled
  • Abandoned cars on Rolette St – Attorney Fleming to send letter
