City Council Meeting
Date: October 10th at 6:00 P.M.

Public hearing called to order at 6:00 P.M.
Public Hearing:
Ted Symington – Would like to slope ditch in front of his house and put in a culvert.
Ben Kneeshaw – Asking if he is in city limits and would need to submit building permits
Call to order following close of Public Hearing at 6:12pm.
Changes to Agenda:
Ditch behind school under new business, house condemnation on 5th and Hayden St under old business, Stutsman street signs under old business, parking in community center under new business. Motion to accept changes by Huttunen, seconded by Snitker. All ayes present. Motion carries.
Approval/Changes to Septembers Minutes
Minutes included September’s special meeting and regular council meeting on 9/12. Motion to approve minutes by Watts, seconded by Thomas. All ayes present. Motion carries.
Old Business
- Drainage west end along dike/mci drainage ditch – Twamley agreed to do the work. On his project list.
- Garbage truck/rates – process a meeting with Valley Landfill
- Fall cleanup – Charges are as follows: Minimum charge of $10; $15 for each appliance. Small pile - $10; Medium pile - $15; Large pile - $20; X-Large pile - $30. Motion by Snitker to use the provided charges, seconded by Watts. All ayes present. Motion carries.
- Generator – School is disconnecting it. Ben Symington will take it for free. Motion by Snitker, seconded by Watts. All ayes present. Motion carries.
- Lagoon - Tabled
- Ramp Light - Tabled
- South Pembina dike – Motion to approve bid from Twamley by Huttunen, seconded by Snitker. 4 ayes, 1 nay. Motion carries.
- Special Election – Inspector will be Kathy Johnson, Judges will be Lanet Huttunen and John Feldman.
- Recycling containers at city shop – Tabled.
- Water meter readers – Tabled.
- Assessor and assessments – Tabled.
- City Audit – Tabled.
- Street repairs – Motion to fix the water break on Cavalier Street by Snitker, seconded by Thomas. All ayes present. Motion carries.
- Storage sheds – Updated council on storage sheds.
- Masloski’s lot – Discussion about parking lot. This will have to be done with other street projects in the spring.
- Camper from South Pembina – put in the paper as best offer with an end date of November 14th. Will open the bids at the next city council meeting.
- Kneeshaw’s road – Motion to blade the road to the bottom side of the dike by Snitker, seconded by Norby. All ayes present. Motion carries.
- Weight Limit Signs – Tabled.
- House Condemnations - 422 N 5th Street – needs an inspection to start the condemnation process
Committee Reports
- Rec Board – Brenda gave an update for events coming up.
Employees Report/Concerns
- Tractor – motion to rent a tractor for 12 months/400 hours and a bucket by Huttunen, seconded by Snitker. All ayes present. Motion carries.

- backflow prevention – ND state went through all city buildings that has water hookup. Some of the preventors must be done by a plumber. All new plumbing must have backflow preventors and ordinance should reflect that.
- competitive bidding requirements – Discussion on this. Rob will put together a policy with tiers to present at the next city council meeting.
- grass ordinance – Motion to change ordinance from 5 days to 48 hours to cut grass and add $7 administrative fee for postage on bill by Snitker, seconded by Thomas. 4 ayes, 1 nay. Motion carries.
- J&R wastewater – Discussion on this. They charge $70 per valve. Not certain how many we would need to do for them to come up. If over $500 Korpat will let council know.

Engineer Report/Brad Bail - absent
Attorney Update – Will put together an agreement for Ted. Provided Debi with invoice for services.

- October Bills & Financials – Motion to approve bills and financials by Watts, seconded by Huttunen. All ayes present. Motion carries.
New Business
- Halley benefit at the Community Center – Motion to approve use of community center free of charge by Huttunen, seconded by Snitker. All ayes present. Motion carries.
- Contact list for city needs (plumbing, electric, etc) – Motion to collect names for plumbing and electric projects for calendar 2023 by Huttunen, seconded by Snitker. All ayes present. Motion carries.
- PSN payment fees – Motion to have free eCheck service by Snitker, seconded by Huttunen. All ayes present. Motion carries.
- Winterizing South Pembina and long-term camping spots – We are on Halcrows list to get winterized. All but Lot 5 as that one has issues.
- Ted Symington – Presented drawing of ditch and culvert. Rob will write up an agreement.
- Ditch behind school – Motion to hire Jarod Johnson to clean out the ditch for a max of $800 by Huttunen, seconded by Thomas. All ayes present. Motion carries.
