Council Members Present: Mayor Kyle Dorion, President Ron Fritz, Melissa Hilliard, Connor Snitker,

 

City Employees Present:   Lisa Plante, Auditor/Administrator, Gary Helland/Public Works Superintendent

 

City Attorney Present:  Rob Fleming

City Engineer Absent:  Brad Bail

 

Absent:   VP Allen Huttunen, Corie Koropatnicki, Cody Carpenter

 

Others present:  Blaine Eisenbeis, Phil and Louise Hall

Meeting called to order by Mayor Dorion at 6:00 p.m.

 

Changes to Agenda

 

Add Zoning under Committee Reports. Motion by Snitker, second by Hilliard to approve the changes to the agenda.  Ayes all present.  Motion carries.

 

Motionby Fritz, second by Hilliard to approve September meetings minutes; Ayes all present. Motion carries.

 

Old Business

• Levee-Tabled.

Engineer Report/Brad Bail –   

Motion by Snitker second by Hilliard to direct Mayor Dorion to sign contract for Preparation of Plans and Specifications.  Ayes Snitker and Hilliard.  Nayes Fritz.  Motion carries.

 

Attorney Update / Rob Fleming-

Motion by Snitker second by Hilliard to direct engineer to prepare the preliminary plans for the 5^th Street project.  Ayes by all present.  Motion carries.  Motion by Snitker second by Fritz to approve the engineer’s preliminary plans and direct him to prepare detailed plans and specs.  Ayes by all present.  Motion carries.  Motion by Snitker second by Hilliard to acknowledge Jeremy Homstad’s request to put Bob Maxwell on the deed and he is bound by same purchase agreement.  Ayes by all present.  Motion carries.

 

Employee Report/Concerns-

• Part time help PWA – Motion by Snitker, second by Fritz to have attorney draw up a snow removal contract.  Ayes by all present.  Motion carries.  Snitker rescinds original motion.  Motion by Snitker second by Hilliard to advertise for a part time public works assistant position to be ran for 1 week.  Ayes by all present.  Motion carries.  Motion by Snitker second by Hilliard to advertise for bids for snow removal contract to be submitted.  Ayes by all present.  Motion carries.  Motion by Hilliard second by Fritz to hire Blaine Eisenbeis at $16/hour to help with hydrant flushing for maximum of four days.  Ayes by all present.  Motion carries.

 

• Hydrant at Gastrak- Motion by Snitker, second by Fritz to have Gary order parts for the hydrant repairs at Gastrak.  Ayes by all present.  Motion carries.

 

• Tower checks when PWS gone-  Kyle will do tower checks while Gary is at conference

 

Update & Business:  Mayor – nothing at this time

 

Update & Business:  City Auditor

• The September financials and October bills were reviewed and approved.    

 

• Final Budget- Motion by Snitker second by Fritz to approve the final budget.  Ayes by all present.  Motion carries.

 

• Bulk Water Rates- Lisamade recommendation to council since we raised water rates in town to also raise the bulk rate. Motion by Fritz second by Snitker to raise bulk water rates to $12.00 per thousand gallons.  Ayes by all present.  Motion carries.

 

 

Committee Reports:

 

• Zoning- There was no one at public hearing to oppose it and nothing in writing.  The zoning committee recommends to council to change south 75 feet of Lots 1-5, block 60, Original Townsite of city of Pembina from RMH to R1 and to change north 75 feet of Lots 1-5 and Lots 14-18, block 60, Original Townsite, city of Pembina from RMH to Commercial.  Motion by Snitker, second by Hilliard to adopt the committee’s recommendation.
