Official Minutes for February 12th, 2018 Pembina City Council Meeting

Council Members Present: President Ron Fritz, VP Allen Huttunen, Cody Carpenter, Melissa Hilliard

 

Absent: Mayor Kyle Dorion, Connor Snitker, Corie Koropatnicki

 

City Employees Present:   Lisa Hall, Auditor/Administrator, Gary Helland/Public Works Superintendent

 

City Attorney Present:  Rob Fleming

City Engineer Present:  Dustin Fanfulik

 

Others present:  Blaine Eisenbeis, Daryl and Farol Baker, Sheriff Meidinger

 

Public Portion

The Bakers here to discuss the special assessments on the lot they recently purchase from the city. 

 

Meeting called to order by President Fritz at 6:05 p.m.

 

Changes to Agenda

 

Add I29 lift station under Employee concerns.  Motion by Huttunen, second by Hilliard to approve the changes to the agenda.  Ayes all present.  Motion carries.

 

Motionby Huttunen, second by Hilliard to approve January’s minutes; Ayes all present. Motion carries.

 

Old Business

  • Levee-Tabled.

 

  • Bret Corneliusen –Tabled.

 

  • Ernie D’auetuil – Tabled.

 

  • Spot Bar- Tabled.

 

Engineer Report/Brad Bail –Plans & specs were presented.  Bid date set for March 5th at 1pm.  Motion by Hilliard second by Carpenter to advertise for bids.  Roll call vote:  Ayes Carpenter, Hilliard.  Nayes: Huttunen. Motion carries.

 

Attorney Update / Rob Fleming- Advertised in the paper and written protests are due March 12th for the 5th Street project.  Gave opinion on the Polar agreement Lisa emailed him to review.

 

Employee Report/Concerns-

  • Moore Engineer blacktop presentation – They contacted Gary and would like to give council a presentation.  Council asked Gary to find out if they could attend the next meeting to present.

 

  • Holiday decorations- There are at least 5 that need to be replaced this year and they are currently on saleCouncil does not want to purchase any at this time.    

 

  • I29 Lift Station- Had to have service done because pumps went down last month.  Frozen again so have heater on it to try thaw.  Have some options to look at this spring to prevent this from happening again.

  • The January financials and February bills were reviewed and approved.   

 

  • Bakers-Specials on lots- Council decided the specials stay as is on this property.

 

  • Polar agreement- Tabled. 

 

  • Maxwell-Tax Exemption application- Tabled.
