Official Minutes September 8th, 2014 City Council Meeting

                                                                                                                                                 

 

Council Members Present; Council – Corie Koropatnicki, Greg Truax, Ron Fritz and Dan Waldrop

 

Absent: Mayor Kyle Dorion; Council – Greg Wilmer, Allen Huttunen and Brad Bail

City Employees Present: Auditor Nancy Thompson, PWS Gary Helland

City Attorney: Rob Fleming.

City Engineer:  Nate Dalager w/ HDR

 

  • Others Present:  Parcel –pickup business owner at the request of the Council.

Public Portion

  • Parcel Pick-up owners - Here at the request of the Council to discuss the possible licensing fee on their business.
  • Regular Meeting:  Called to order by Council Vice President Truax at 6:30 p.m.

 

  1. Changes / Addition Made Agenda:      

    Motion by Waldrop second by Fritz to accept changes / additions to agenda. - Ayes by all present.

 

  2. Approval/ Changes August Minutes:

      Motion by Waldrop second by Fritz to approve the August minutes.Ayes by all present.

 

3. Old Business:

  • Levee Council discussed with Nate Dalager the levee projectMotion by Waldrop second by Fritz to approve contractor’s application for payment estimate #2.   Ayes, Fritz, Koropatnicki and Waldrop Nays: none .Absent and not voting Wilmer and Huttunen. Motion carried.   Motion carries. Motion by Fritzsecond by Waldropto go with the stain color of Aleutian SW6241 for the levee wall.  Ayes, Fritz, Koropatnicki and Waldrop Nays: none .Absent and not voting Wilmer and Huttunen. Motion carried.   Motion carries Motion by Waldrop second by Fritz to take a short term loan of $170,000.00 from CSB. Roll call vote Ayes; Fritz, Waldrop and Koropatnicki nays; none .Absent and not voting Huttunen& Wilmer. Motion carried. Motion by Waldrop second by Fritz to adopt the Resolutions for Public Sale of Sales Tax Revenue Bonds, Series 2014 and Public Sale of Certificates of Indebtedness, Series 2014 Improvement Project. Roll call vote ayes Fritz, Waldrop & Koropatnicki. Nays none .Absent and not voting Wilmer & Huttunen. Motion carries. Motion by Koropatnicki second by Waldrop to adopt city Ordinance NO. 2014- 01 sales tax revenue bond for flood control levee certification and accept first reading of Ordinance NO. 2014- 01. Roll call vote ayes Fritz, Waldrop & Koropatnicki. Nays none. Absent and not voting Wilmer & Huttunen.  Motion carries

  • Bret Corneliusen –The condemning process on his house has started. - keep on old business

 

 

6. Employees Report/Concerns –

 

  • Misc items - Gary discussed misc. items with the Council.

 

7. Update & Business: Mayor

 

8 Update & Business: City Auditor/ Nancy Thompson

  • August 2014 Financials - financials reviewed and approved.
  • Sept 2014 bills bills reviewed and approved
  • 2015 preliminary budget- Motions by Fritz second by Waldrop to accept 2015 preliminary budget and to amend 2014budget.  All present Ayes. Motion carries. Final budget date is set for Sept 29th @ 5p.m.

 

 

 

 

 

9. Committee Reports:

  • Personnel Committee -Discussed PW part –time position .Keep advertising
  • Growth -Vice Council President Truax has appointed Dan Anderson& Mason Peters to the growth committee. Motion by Koropatnicki second by Waldrop to accept Vice Council President Truax’s appointment. All present Ayes. Motion carries.

 

 

10. New Business:

  • City land by ice rink –Tabled until next month.
  • 10 o’clock whistle – Tabled until next month.
